Lets hang him. He problaby posted that comment to limit everyone's vets so they can be like him, he probably haven't spend a dime on nf store for experts/vets. Well dude if you got no vets, not my problem. If you want more vets, get more experts, and if you need more experts and you can't afford to buy them, you use AA, best way to get experts.

I really want to reduce some of my sailors vets.
Example: Rounding them off, i have a 120 repair man that has 167 vets, and i want it to become 150 so no excess vets and it is uniformed.

Most of my crew have 209 vets, then I found out that the last digit of max number of vets are not 9, so I want a reduction to max out vets

very simple indeed.

Play WAW and ask your enemies to use AP against you. 

Don't see the harm in it. Would also be helpful for dedicated FF crews.
