i have a lvl 65 12/10 KM repairer and i have 130 vets. is that enough ?

KM is especially weak at repair, if you wish to reach the repair cap at 120 with 4 base 12 repairers, you will most likely need around 200 vets per repairer, plus contributions from other sailors (since all sailors add repair).

200 vets on 4 repairs like that will only get you 21.2 M repair - very far away from the 35 M for the cap. Even your other sailors will not get you much closer.

With 300 vets on all 4 of them, you'll get 26.7 M repair. Already much better, but getting the remaining 8.3 M is not easy.

So for KM, I'd say, forget about the rep cap.

Engis can add a fair proportion of repair as well, which helps cover that final 8m. Still wont cover all of it, but even adding 1.5m each means 4 engis can also add 6m. The tricky part is topping up the final part from gunners and BO.

Absolutely right.

4 Chf engies with +10 repair base and 200 vets will give you 6m repair. And yeah, the last 2m is the "not easy" stretch I alluded to in my post :)

dang 300 vets?! That's crazy! I'll just go far 200 vets and lvl it up to lvl 120.
