I'm playing SN BB4 right now with lvl 94 BVE Elite Reload gunners, but my spread is still pretty bad (usually 2-3 BB ship length wide) and the reloading seemed to be still very slow. I'm wondering if it would be a good choice to level another pair of Elite Acc gunners.

Is there a soft cap on the maximum reload reduction or maximum accuracy for SN guns? Anyone with lots of experience with SN BBs could give me some advice?

From what I have seen with both elite acc and elite reload on the live server with mine (I have a set of each boosted) after about level 60 with 100 or more vets and max experts they are capped for their level in both accuracy and reload.

You will have the same spread even if you lvl a 7 base accuracy gunners or 999 even if they do exist.
