I just reading Dutch O-16 class Submarine on wiki, and I read it has 2 admidship External Traversing Torpedo Tubes.

Armament: 4 × 21 inch bow torpedo tubes
2 × 21 inch stern torpedo tubes
2 × 21 inch torpedo tubes external-traversing amidships

I can't find what is that and it's function.

someone here know what it is "Traversing torpedo tube"?, and it's function & what's the difference with regulat submarine torpedo tubes?

It moves/rotates. It sits outside of the hull (Notewhere it says External).

As normpearii said,

Regular submarine tubes shoot Fore and Aft, this vessel has a few external and rotating tubes, which are maybe able to shoot Port and Starboard, or in simple words, sideways.

Except for the part that they aren't reloadable while underwater (I don't even remember if they even can be fired underwater). Plus don't always work and jam very easily.
