You do realize that everything from FF-CA is shared exp right?
You would make a more convincing argument against "cheater boats" who rush out and get eaten alive by PHH.
I agree with you that using TBs takes skill, and wish there was a way to separate the exp gained from that and SS. Unfortunately, the code doesnt allow for this, and since we have lazy devs who appear to be clueless as well, it doesnt seem like this will be changed anytime soon.
Add into the equation we have members within the test team who arent concerned with balance, but moreso with their own perogatives of how the game should be played, and it makes for less chance of exp being put back the way it should.
Add in even more that there is constant "discussion" and "debate" and no unaimous voice either way, and it makes for taking even longer to change it back.
Cheater boats ruined NF for everyone else who uses torps.
Time is precious, and this game doesnt have much of it left.
In a nutshell, I seriously doubt that it will be changed back anytime soon
