There are in total 3 reasons why you may be experiencing this problem:
1. You are dive bombing from south/north, in other words you don't know the NF physics and mechanics. Ship hitboxes are always placed slightly above (or north) of the ship sprite. That means that the bombs will often go THROUGH the target when you bomb them vertically.
2. Your ping is too high, which means that your connection to the server isn't fast. As a result, you will find that your planes have a noticeable delay response to your commands. For instance, your bombers will drop their bombs after you spam the right key on your mouse.
3, People are smart. They know how to dodge bombs, especially if they know the NF hitbox mechanics.
Tip: You should really aim for CVs and BBs as they have enormous hitboxes (a majority at least), or Submarines in some cases (try manual bomb at low altitude). But other ships are just too useless for you to bomb (Excluding PCAs).
