I have 2 high level dive bomber, but why I can't use C47 to drop bomb ?

It's actually impossible to drop bombs from these. The C47 is a troop transporter, to be used in Harbour Assaults with your parachutists (classing a special force sailor to airlift force @ 30, airborne @ 55).
