HQ pages is something that wasn't in the original game and was added some years ago.
Since is something relatively new code it shouldn't be so hard for them to add some improvements for a better ordering of the sailors.
In fact people asked it a lot of times, but well ... It looks like it's a superhard thing to do ... As hard as putting the italian flag in the sailors showed in trade board after 2 years Italy came out.
