Hi, just wondering what's the limitation of veteran?
I remember there was a 40%, means if i have 100 sailors (including veteran, experts and rookies), the max number of veterans should be 40?

That's the way it should work. If you are about to add vets or attempt to convert beyond 40%, the game won't allow it and you will get a message telling you.

The game stops you from converting any more vets when the starting vets is greater than 40%.If your 1 vet short of 40% and do a 10 vet conversion, you can get slightly higher than 40% and achieve the true maximum vets per sailor.
