I think it encourage fleet wars, I haven't seen very many. I think it would add a new style of play to the game, and emprove fleets tactics for thier HAs. As for abuse of it, I beleave mods can observe whats going on inside a room without actually being in it. They would run a risk of being cought and band.
I think adding a new fun team/fleet play demention to the game that many may find fun in out wieghs the risk/fear of a few that may abuse it.
Some people dont partake in HAs at all, so they have nothing to do with fleets. This might encurage them to join a fleet, and posible change thier minds.
