This could be a couple of things......

Black bars on the side of the screen are fown to graphics card, if you type' bars ' in to the search box in this section and select content you can find some info on that there, as every card is different hard to guide you as to how to do this on infomation provided. I think mine was a option like size to fit or something like that.

Also some monitor have a auto center or the ability to move the screen around for this you would need to refer to your monitor instructions. 

yeah, saw on the other forums about the sidebars, but thats not what I have going on. you might be obto something witht he picture not being centered, because thats a good way to descibe it. not sure if its the monotor though because NF is the only program so far that this is happening to. I would think that it would effect everything.

oh and video card is :Intel(r) HD Graphics 4600 incase someone knows about these things. unfortuanately I dont anymore and Im now ashamed to call mysef a nerd.

Is it possible you could do a screenshot of it and show us? Or if it doesnt show up in that, maybe a picture on a cellphone or some other method? It would help to really narrow down what you are talking about.

As for the actual problem, check something for me:
Right-Click your taskbar
Click Properties
Ensure the box that says  "Auto-hide the taskbar" is checked

If it is, then what i'm thinking might be the issue is in fact not it. If it is not already checked, check it then test it in game. 

And, of course, do all that other usual hoohah and whatnot (drivers, updates, clean install, the fun things that never work). 

I restarted NF several times using the autohide and not, no effect. I also tried starting it with the taskbar on the side of the screen, still no effect. So I dont think the problem actually has to do with the task bar. the size is just a coincidence. I tried to do a snap shot and everything showed as normal. I will try to get a picture of it up tomorrow.

It seems like the whole screen is just shifted up. with a black section taking up the space on the bottom and the normal top edge is off the screen. Its on that it only happens with this program.

LOL... I was already thinking that.  great minds think alike. I will try when I have time in a day or two and post the results. Thanks for your help so far.

Have you tried adjusting the position using the buttons on your monitor? On my monitor I go to the image adjustment and then use the verticle positioning to shift the screen up or down (if neccessary) If its that, the only thing I could imagine fixing that is doing it every single time (and that would get old quickly)

I'd be more inclined to believe its a video card driver conflict with NF than that. (I dont think a clean install will help)
