I managed to play a smaller 8 person normal room with Cell Phone 2G (EDGE Speeds) for a test. If that gives any hints to the speeds needed for the game.
Be advised, you need to consider that other programs will check for updates at random and will lag you out if you don't have some extra headroom at those speed ranges.

The hosting server of this game goes thru crazy internet routing. When the hosting company starts flopping the route that your connection to the NavyFIELD game it takes, depending on quality of service lines, these route changes will add lag to your gaming experience. Routing and hosting issues have been a serious problem to truly enjoying NavyFIELD.
This game is quite attractive on it's low data usage/exchange. As Norm pointed out above, this game was designed for the next step past dial-up internet connection speed with the speed given for optimal game play.
The game may have at one time been less affected by routing issues, but it certainly is affected much more now. From the feedback I have seen in-game and what I have read on the forums, lag has been an increasing factor of difficulty un-naturally added to the current NavyFIELD game.
Lag does make NavyFIELD more challenging to play but sometimes it gets sooooo bad that the game itself is unplayable.
