I would suggest:

Make known what the next level 'things' will be.

For example, for a scout aircraft, have in the aircraft selection window all of the options and what levels they are available at but have what is not available shaded in a different color and unselectable.  That would take the mystery out of when stuff is available and prevent having to go to other websites and trying to find out the answer which has most times changed.
