2.  Fleet Union system for HA:

-  Allows fleets to unite for a HA.
-  The 'Main' fleet may offer credits to the joining fleet to assist their preparation.
-  Two or more fleets could combine.
-  Once HA completes the Union dissolves automatically.

2 Jun 14:

-  Attacking and defending fleets will be able to form Unions.
-  Initial concept of Union process:

a.  Main Fleet (ie the one holding the harbour as defender or the one that has declared successfully) makes an offer of credits through the Radioman to another Fleet (not squad at the moment).
b.  Once the Union fleet accepts the offer the payment is made and the Union formed so they can participate in the HA.
c.   At the moment there are no plans to restrict the Union fleet from participating in the HT.
d.  After the HA the Union automatically dissolves and the winning Main Fleet has harbour occupation.

Still very much in development, so it can be shaped.
