The statement is present tense, not future tense. It's poorly worded, but you have to twist it significantly to consider it future tense according to English grammar (I guess SDE aren't the only ones with problems . . . ). Present tense and past tense might as well be the same thing as far as the question is concerned, so the poor wording is irrelevant.
