Don't buy the starter packs.  Too busy to explain but I'm sure A bunch of people will tell you why.  

Elite Acc gunners are very good for RN - you have to make sure, though, to class them reload. That is precisely the way to get gunners that hit the acc and the reload caps around level 80, and they'll be tremendous in WaW as well.

They are also good for USN - class them rel-rel-rel.

For the other nations (that don't have the UK or US system of gunner classing) they are still ok, especially for getting good accuracy quite early.

Yeah I classed one set USN ACC and the other Reload ACC ACC. Oh well... but yeah listen to the other guys.

You can buy elite ACC and class them as RLD -> like UK main gunners ... got nice spread in low lvl, and decent rld if you get L2 ... ;]  more important is how many vet/expert u got on them ...

First off, elite gunners will crit more. Its proven, so there is a benefit to using them. 

They cap faster [ no cap in WaW ] than 12\11 gunners, so expect to see blocking quicker as the levels increase.

USN Acc elites classed rel-rel-rel and BVE reach the acc cap in the 70s - way before BB3. That's early enough. (Obviously, accuracy still increases, but by a fixed amount per level gained, as with all nations' gunners.)

After that, the only thing that matters is reload.

Optimising a BB crew for lower levels instead of higher ones is just fail, especially for USN whose BB3 guns keep the shotgun spread longer than most nations.
