A comment on your sentence:

What I find the most disturbing is when players don't go through the ship class tree (power leveling) and jump directly into SS5s with nary a skill learned.
Those of us who are in the class of Submariners know the difference between a skilled player and a newly minted player in a submarine. My sub skill was learned by running an FF-Y with depth charges. I learned early on how to attack subs, a skill I used when I got my Type VII (KM SS2). Before the SS3s came out, the Type VII was a very useful sub, but rarely could sink a BB.
One of the main skill sets of using the sub is SS vs SS warfare. If you can't get past the first wave of enemy ships (another Sub); your game is over. Little tactics that involve such maneuvers will mean you understand the pros, cons and limitations of your opposing enemy sub(s).
First off, what are your sub's capabilities and weaknesses? How many front torp tubes, rear tubes, total torps, etc. What is your enemy's sub class/nation capabilities and limitations? If you don't know the specifications of IJN, KM, RN, US, MN and RM subs you will lose SS vs SS battles repeatedly...Survival demands you know these differences. There are major differences between each level of each ship class, including torpedo configurations. Need some air and want to surface? Does your enemy sub have a deck gun? Have you ever been U-flak'd? What Is your DP reading? Can you crash dive safely, or will it end your game? Should you absorb the hit and not crash dive? Can you avoid enemy torps? Surface for more speed? Pop a smoke? Dive to avoid detection? Attack the ASW or the enemy sub first? How much air do you have left? Are your Torps on fast/slow? What is their detonation distance? How many are ready to be fired? Should I use Gradual or launch a salvo? Is the enemy turning left or right, when will your torps impact? Is the enemy by himself, or does he have another sub or ASW nearby? Are torps incoming towards you? Have Torpedo Bombers "locked on" to you? Are you going to retreat out of enemy HH range, or move in and have to crash dive? How good is the enemy ASW's sonar? Can you sink the escort and blind the ASW CA/CV/BB? Should you attack that BB6 or the BW CV? How much air do you have left? Will you retreat and grab some air and lick your wounds? Will you charge ahead, pop a smoke for a few gulps of air, or have no regard for your safety, spitting torps at everyone and anyone until you surface and get blasted?
One of the "Navyfield Myths" is that subs avoid each other intentionally. That myth is totally bogus and my record of sinking subs is proof of that. I will point out that an SS2 will probably not want to challenge a pair of SS5s rolling toward him and may simply go the other direction for his own survival. That is not a conspiracy, that's a tactic.
