I used test server to get one of each type of sailors in March 2014.I found that the max vet is rounded down, like max recruit is 866 for BO, 866*0.3=259.8 but I got 259 when I classed it so it is rounded down. I believe the same applies to max vet which is max recruit*0.4 so max vet is 346 when you see 346.4.Hope this helps (if it does in any way). Now are these sailors classed on time? For example I though if you held back on classing a FT sailor you can actually increase the amount of sailors it can carry thus allowing for more vets.
