How do these work?

Initially, it's easy to find out that the level 90 sailors are
a) level 90 (duh!)
b) have +15 Pot, +12 Everything else (yay?)
c) From images around the forum and google searches - these stats change when classing. It's not entirely clear how. Are they as if those are base, and classed on time?
d) Upon classing, vets and experts are given. How many? Is there a formula (simple or otherwise?)

For level 115 sailors
a) Guess
b) Apparently +12 Eng, Rep, Res, +10 everything else (including Pot)
c) Unclear how they can be classed (I don't have either 90 or 115, so can't test) Do you still get more/different stats? How can these be predicted?
d) Do you get vets/experts (how many?) on classing?

Thank you to anyone who can provide answers or clarifications on any of these points.

A link to a thread in general discusses the L115 sailors. This shows some experts and vets (possibly all experts beside vets?) but it's unclear if any are added after classing to me :

This has been answered multiple times (for special sailors at least), but I guess it would do for a nice easily searched thread in this forum.

Special sailors have a unique attribute that is applied each time they're classed. Two things will happen:

1) They will have their stats, including crew size, adjusted to what it would be if they were leveled up from the beginning and classed on time.

2) 30% of their crew total (after #1 is applied) will be set to vets. 30% to experts. And 40% will remain rookies.

Important things to consider:

1) #2 above overrides anything done to them before they were classed. If you add experts or roll vets, these will be lost. Conversely, loss of vets and experts during battle will also be erased.

2) Their special attributes factor in their current level at the time of classing. So you can level them up and get more vets and experts than you'd have if you classed them at level 90.

3) The attibutes are applied every time they are classed, so this means that you can class them to just below the final option (ie: 2nd/1st engineer instead of 1st/chief), use them as you level them, and then class them at 120 for massive vet counts.

HKO2006

115 with NO vet means it will have extreme hard time getting vets due to its high level. So just use items and make it to 100 and full experts vets I guess.
