Obviously your computer and internet connection are both very capable of playing this game. I doubt improving hardware or ISP will help. 

Two thoughts are:
1) NF is a dated game and can slow down even fast computers, try not to have a ton of applications running, and that you've got current drivers (blah blah blah).
2) Unfortunately there will be about a ping of 200 - 500 from Europe to West coast USA just due to distance the signal has to travel, that delay (0.2-0.5 seconds) is unavoidable (other than moving closer to the server -_-).

That is clearly not your ping to the NF server, so I am assuming it is your ping to your local speedtest.net server (or similar).

Unfortunately that's not relevant to your gameplay, but what is relevant is your ping to the NF server, which I suspect is highly variable.

There is a thread about testing ping to the NF server - although from another post I think the IP contained in that thread to do that test to the NF server might be outdated. But none the less, once you know the right IP you should test your latency to the NF server over time (I'd suggest several minutes - at least 15 minutes).

If you see any periods of variation where your ping goes from, say 100 to 300, you'll know the slowdown is the connection to the server. Unfortunately there's not a lot you can do about it except complain to your ISP, and if they don't help - change to another ISP (which will hopefully be better, but may be the same or even worse).
