run a cv in Tandem, cross - use some support and the torpers as gunners on the cv - get an ecv and level the sub bo up to at least SS4 and maybe 5 level. Low level cv which cant hold all pilots benefit from 2 bo.

btw - a sonar man on a cv comes sometimes quite handy ...
