I got a x sailor neutral lvl22, can i lvl up more and take nation when got hight lvl or need to choose nation now,thanks

Yes, but you need to class BEFORE level 25 (i would class right now actually!)

Class him earlier you will have more ability on him. And you MUST choose nation before lvl 25.
