So, as far the ability cap for this patch... is this also permanent (in the sense of never going to change?)  Or is it just for this event? 

If it's permanent, that typically means it will be that way longer than two months.  but anyway, is it just back to cap for this event? (just thinking of all the wasted vets...)

you should either look up the meaning of permanently or quit using the word
