Do a traceroute to server, find bad hop, tell YOUR ISP and ask them to investigate or reroute.

Have a look at this one of many websites offering limited information into traceroute investigations:-

Its not the answer to all your prayers, but it does provide an understanding of how to look at YOUR issues.  Note, I said YOUR issues.

Why are you posting you result here?

You need to be speaking to your ISP about those issues you clearly have. 

You also need to have a look at your router setup

ignore the hops after 11, these are after reaching server.  Note you are using cdnetworks (sorry let me clarify your ISP is using cdnetworks.) If you want to resolve your lag speak to your ISP and start with cdnetworks and global networks both of which are causing you lag nothing to do with navyfield.
