How many times is one room waiting several minutes for +2 BB's or a CV? 

How about Bots?  Bot ships same as the AI in some of the missions but only to augment and expedite a game room to open.   The host could set how many to add as a percentage of how many ppl joined the game but still have a minimum number of players so two people coldn't just power level; or maybe by sinking an AI BB you don't gain any xp.  Whatever the case, it would help get the battle going and ease the waiting we all are so used to.
