basicly attracting players (also old ones) is a good idea, but would they enjoy playing and stay?
u know about the servers conditions --> delay, lag ...
so first of all they need to ensure to have a stable/solid server

the best event you may have is to have a stable server without ploblemas lag at any time to have bought some good sailors on trade within the game as it does not show what you are buying and also a Halloween event as is done every year !!! hopefully one answers the GM or moderator

lo que tiene que hacer SDE primero que todo si tiene la voluntad de seguir con este juego es garantizar la estabilidad del mismo , no puede ser que uno si siquiera  pueda entrar a su HQ.
