I have an idea that maybe you've thought about.Close NavyField (2) servers and tell the people that you are working on the game,like updates and all that.Then promote NavyField (1) with events or something like that.I am positive this will work!

You have a really good idea in my opinon. Not a lot of people play NF2 during the week. It would be a better idea to close down or reduce the NF2 Servers and promote the more played NF(1) with more nation wide servers
