Has the awarding of double EXP for crew levels 1-50 started yet, please? I have not noticed it happening for any of my crew. Does it apply only on ships of level 1-50 and not on all ships or does it only apply if you win a battle?

It should apply to CREW 50 and below or Below 50. I cant be sure of this as the wording can be either way.I did see it on a couple of mine, so Yes I think it isBBR

You can only attain ONE level every game. So it should take you 49 games to raise a Sailor from 1 to 50. If you do it right.
