Dutch navy is the only real option becaue they had submarines, destroyers, cruisers and (designs for) battleships.
Famously known for having the only submarine fleet really capable of interering with the Japanese in the early stages of the war... Until the USA got their torpedoes fixed at least.

Lets split it up into era's; WW1, Interwar, and WW2. I have a good source for Interwar and WW2, so let me just go over the WW1 ships fast and why they aren't useful in navyfield.
WW1, these would be the respective early (DD1, CL1, etc) ships:
Wolf-Class (1910)
This class arguably counts as a frigate to be honest. 4 small guns and 2 torpedo tubes. Meant to serve in the east indies. Tiny
CL1 Holland-Class (1898)
This armored cruiser had a mixture of guns and 2 torpedo tubes. Tanky, but the firepower was lacking with its 15 cm guns. Only 2 viable guns!
Koningin Regentes (1898)
Koningin Regentes was an armored coastal battleship with two 240mm guns that was only 100 meters long. Tiny, again only 2 guns
De Zeven Provinciën (1909)
De Zeven Provincien was a cruiser sized coastal defense battleship with 2 280mm guns. not much better.
These tiny WW1 submarines can probably be skipped, or only the K I used.

With only 2 torpedo tubes this 30 meter Submarine is tiny, but promising.

With 3 torpedo tubes this Submarine is a little bigger then its predecessor.
Pretty much all of these ships can be safely ignored, but lets use the 1909 zeven provincieen as our BB1. Then lets go with this:
That should account for DD1, 2 and 3. CL 1, 2 and 3, as well as SS 1, 2 3 and 4.
Project 1940 accounts for BC/BB 2 or 3.
There's also the Dutch 1913 battleship proposal armoed with 8 14 inch guns, that'd give us at least BB 1-2-3
I believe no other nation that doesn't already have representation in Navyfield can have a more viable fleet then this.
