If you have bought one before, you can't buy another.
One each per account I guess.

If you allready bought one SS starter pack once you cannot buy one again. You can only buy one of each pack on every account.
You haven't confirmed the payment or it didn't go through. Check if you have sufficient olives on your account.
If you bought one Starter Pack before BB or CV you need to sell your DD you recieve with the pack in order to buy a new one.
