I was going to make a quick reply on this earlier, stating definitively that seamen have diminishing returns when you have more than one, but I decided to find the source where I read that before, and, well, I couldn't. Most of what I found was old speculation.
I would still avoid using more than one seaman, though. I'm leveling an SN CV myself, and here's what I've got:
Six fighters, four bombers Pair of 10/12 gunners (for AA or HH) A 12/9 fighter/bomber seaman A 10/12 fighter/bomber seaman One each: engineer, restorer, repairman
This gives me the most flexibility in the future. I also have a few other sailors, partly because I have another SN crew (SS) and partly because when you're leveling 18 sailors, leveling a few more isn't going to take much longer, and you can sell them later on for extra credits.
For now I only intend to use one seaman at a time (which one depends on how many fighters I will have loaded). We'll see how much use I get out of AA/HH, it may be the case that my attention will be spread too thin to make good use of the gunners and I may end up sticking with two of the eng/rest/rep supports in their place.
It's not a definitive answer, but it's at least protected somewhat against bad decisions since I can change the crew makeup.
If someone comes along and knows for sure if a second seaman will be less effective than the first, I have a question for them: would an elite fighter seaman and elite bomber seaman boost a mixed F/B CV properly, or would the game pick one seaman to be the "main" one for all the pilots?
