As rehor said, Zulu (UTC) is unaffected by DST. So fleet leaders should put a big asterisk next to the match after a time change. Some countries in Europe revert in the last week of october I think. Only US and Canada changed.
When times revert back, remove one more hour compared to october.
If you know your time zone, its normally easy to deduct the hour, since its number is linked to zulu
(EDT= -4 EST= -5
(PDT = -7 PST = -8)
