This is how I would see it play out
Level 0 - 20 max vets as soon as you can
Level 20 - 50 Try to get the vets to 100-109
Level 50 ^ keep trying to get converts as long as you have replacement Experts.
The First 70 vets are the easiest, after that the rate of conversion gets lower and harder.
If you have vets you can auto convert 20 or 30 max but its Cheaper to buy 100 experts and roll 1 or more
into vets than to buy vets.
Another theory here is the minimum expert level too.... if you have say 70 vets and 300 experts, if you burn all 300 experts to get to 90 vets your ability will seriously decline and it will take a while (even with good AA) to get back up. My advice? follow the above to level 50. Once you are level 50+ always keep a base pool of say 150 experts. When you get to 180 try and convert three (I like this three idea!). Once you get to say level 70+, require it to be 200 experts minimum and so forth. There is nothing worse than having a level 90 sailor with 119 vets but 10 experts. On my KM crew (level 107 ish) I have 120-140 vets and 300 minimum experts. (my gunners are I think 500+). This works wonders.
AA is the key (which is easy on KM... not so much on UK - but doable)
Good point I didnt go into the aspect of keeping a stable crew of experts on the sailor as you try to vet up.
One thing to remember is that after 160 or so vets, you can expect the conversions to eat up experts at
an alarming rate.
For example to get my Pilots up to the 40% cap at 210 vets and during a 200% vet event I still burned
throughseveral thousand experts.
1 pilot used over 300 experts for 10 vets from 159 to 209 vets. Add to that I had all 8 Ftr pilots trying at
the same time from level 112 to 115.
