Tennesse (remodel),4 sailor on support slot do nothing ( 4 eng win 0XP + dont add speed )
Oakland (remodel from Atlanta) same thing but only 1 sailor dont get exp ...

probably lazy sailor bug,

try to unmount them then log out and log in and put them back in the ship and let see if it gain xp
