Hi,

Often a reason players may have been able to put more or less vets on a same level and nation sailor is because of late classing of the sailors. For example with a US Fighter pilots, if you class that pilot later they will end up with more crew on them but less ability gained by bonus of classing. The same fighter pilot classes on time will have more fighter ability earned from classing but with less crew. For example a US Pilot classed to Fighter SQ. Ldr at level 75 and level 120 will have a crew size of 545. A level 120 US pilot not classed to Fighter SQ. Ldr and left as Ace Fighter would have a crew size of 590.

I hope this helps you.

pobbers
Use adalberts ability guide. Calculate TA. Highest wins assuming no cap on fighter ability

Note also that 45 additional crew affords the ability to add 18 more vets.

To me it makes no sense because they do not grow abillity as in the case of SQ Leader. When people are doing, eg AA gunners in JPN, U.S., MN abillity and look at how many crew are not fit. Although once I heard this theory and even makes sense, but I'm not her fan.
