Ok, so I won 2 elite accuracy gunners in an event.  yay me. 

I level them to 12 then set them to Armament sailers and Japanese.

Now they have -5 potential! 

what gives?  what did I do wrong?

Potential is not needed for gunners.

All specific sailor types gain points in their respective field of expertise.
