in order to sell it, I'd suggest IJN.
Simply, IJN CV and SS are more likely to need one due to the fact their support are crappier than other nations.
Not enought to impact BB crew, but enough to impact a crew where dedicated ship support slots will be limited by operating needs (namely, pilots for CVs, sonar/planesman for SS coupled overall limited total slots/weight for the later).
But restorer don't sell very high unless I'm mistaken. Didn't use to anyway.
