Both are good setups. Mostly depends on personal preference.
I prefer speed so I vote for 5 engies and 3 reps. (Definitely will need to BVE the reps to achieve a good repair rate)

At 120, my engies give me about 40-60 seconds of OH each. I'm not the best at managing my OH and greatly prefer the extra 40 or so seconds over a small increase in rep rate. 4 Engys at a minimum tends to be alright though.

My setup is 4 engy, 3 reps, 2 scouts. KM bbs have high scout capacity and there are alot of situations that you would be glad to have an extra pilot.

surprisingly that lil new bar fixed that a bit for me.

But I do agree 5/3 is the one I took. If you do not plan on fully BVEing your crew, I'd suggest 4/4 maybe tough.

Up to you really.

The real pain for me is going from UK ships to other nations. 7/3 OH time you really don't even have to watch it outside of FL and HA.

V2C does have a good point, but if you're only going to be GBing, go with 5/3.
If you DO plan to play 1v1, HA, and Fleet stuff more often, do level an extra scout.

Only piece of advice I can give to this is, if you do 2 scouts, make sure your competent with controlling the first one to start with.

Indeed lol but its not always in your best intererest to have both in the air at the same time unless one is returning. I find the only times it is truly useful to have 2 up and scouting is when you are one of the last BBs alive and need to see more then one area to survive.
