IJN ftrs have low attack so you want +12 base ftr stat. I highly suggest a +12 ftr base Seaman as well. You will want them boosted all. The speed is very nice for IJN ftrs.
The bombers are 2nd best damage I believe, don't bother with torpers, just do dive. Base bmr stat is +10/11 for good ones. At high lvls the base doesn't matter that much.
I suggest a 6ftr/2bmr/1 seaman crew. You will need 2 gunners for the grind as well. Get +12 reload base and ONLY class them to armament sailor. ONLY ARM. This way you can run small guns/HH up till lvl 80 and them class to Uber AA gunners. GOOD LUCK
