It can realistically run either the 5.5" twins from lvl 23 or the 6" twins from lvl 28. I think these are your main choices.
The 6" has longer range and a tiny bit more damae gut the 5.5" and lighter and reload faster. I think if you are playing in Blitz the 5.5" are better, because you will be faster and range is not so important, your rate of fire will be more useful against DDs and other CLs.
T slots I would run your choice of T93s unless you prefer to lvl supports there.
The Yubari is not a bad ship but it has a bit of an awkward place in the ship tree. It does give you an extra support slot at early level to train people but the IJN has great DDs and CLs at roughly the same level.
What path are you going down and until what level do you plan to use Yubari? If you are going CV tree the Akitsuki-Kai and the Agano are better ships. If you are going Torp tree... why aren't you torping?!
