What elite sailor is better for make a Scout, or is better make a Scout with a normal sailor with +12 Aircraft base?

Whatever are the answer I wanna know why.

Really dosent matter with a scout so little diffrent but 12+ scout is good makes it's easier for him to handle the aircraft.

Personally i wouldnt go for elite. You would want a better balance between repair/aircraft like a 12 air 11 rep or vice versa. if you are going to use it on a CV then a restore ability will also be important for SD.

If you do go for elite then take elite repair and class it earlier.
