I want to buy  the PCV with my coins. But my bo is about 10 levels away from the PVC level.   
Can i still trade in my coins for the pvc ?

Yes, you just can't use that sailor to drive/operate it. However, you may like to know that any sailor, of the correct nations, can driver/operate Premium ships.

Engineers even contribute to engine ability to OH speed and time... because of voodoo or something.

In other words, 12/11 eng/rep engineer = kickass PCV driver.

You can put any sailors which is enough for the pcv bo level.Even gunner or fighter
