as a GM from support suggested, the correct IP for Nebraska is 211.43.149.199

I repeated the pathping test with 211.43.149.199 and the results are the same (obviously) with heavy lag and packet loss from the same node:
15 --- 100/ 100 =100% 98/ 100 = 98% xe-4-1-0.sjc12.ip4.tinet.net [89.149.186.205]

the first test was made with FASTWEB internet provider.

this test is made with TELECOM ALICE.

The problem is obviously not of our internet providers.
