Putting low level sailors on a high level ship is absolutely the right way to do it.
@OP: Convenient you play RN because I too use an Emerald to AA in GB to train sailor of all nations. (others prefer the emden but emerald can fit 1 more sailor)
Even though it is ~25 higher than a freshly rolled sailor, the XP from AA is so high that even a percentage of it will be more than the XP cap of sailors level 1-20.
With the Emerald, BO, 2 main gunners, you can train 6 new sailors (such as my entire ijn ss crew or sailors for sale) from levels 1-15 in 15 games (15 blitz games win or lose, about 2 hours). Then move to GB and play for 15 more wins to get them to level 30 (about a day).
From there I continue the Emerald to around 40, then pop them on a PCA and AA until 60. Then PBB from 60 to 80. I have seen people train sailors on an L2 from 90-120 with only a BO and front gunner.

If u have 2 choices to train lvl 35 guys, for example:
1) a 30 lvl ship with 7 slots for train (others are high lvl guys like BO or AA Gunners to make work proper the ship)
and
2) a 48 lvl RN PCA with 10 slots for train (idem)
If we suppose to gain 1000 xp in a battle then
1) 7 guys @ 35 (with no penalization for level difference) gain
7 x 1000 xp = 7000 xp
2) 10 guys @35 (with 78% for 13 level diference) gain
10 x 780 xp = 7800 xp
So you MUST train with the ship with more slots like case (2) making the calculus like example before using table cited before me for another player.
Specially pay attention to Royal Navy ships: they tend to have an extra slot compared to other nation equivalent ships
And dont waste time using ships w/ Torpz!! the penalize to xp is so high that a single Gb as AAW ship is equivalent to 2 or 3 in TW ships!!!
