Does anyone know if these are limited to certain ships or styles of ships?  I was planning to set up an Emden with them, but it doesn't offer the option.  As a note I have lvl 74+ huge gunners.

They are just about the best AA guns out there, with HE shell options. They work a LOT better than the UK variant, a lot better range.
