I have one, it is indeed level 65 in game. I don't think I would have been stable to survive in the Ap two more levels if it were lvl 67.
It's better than the only other BB2 I've played, the NM30 and NM45 USN BB2 and remodel.
The guns have good reload and good range for a BB2, but if your BO isn't good enough to spot shells near your max range it's very hard to use. Without seeing them, it's very hard to predict or tell where they hit because of the strange layout, mediocre spread, and low angle. It's even harder if you're using Christmas present shells as you can't see their angle of descent.
I'd definitely recommend using some vet or expert packs (or a boost) gained through the event if you've been rewarded with them on your BO.
Don't charge into battle, but still be aggressive yet patient, think on your feet, pay attention, and practice your guns a lot to learn angles from minimum to maximum range very well. Most importantly, remember this: If you're being shelled by an enemy BB with range greater than you, DON'T JUST SIT THERE. Either run behind friendly, larger BBs that can handle the opponent or charge and use your many guns, quick reload, small hitbox, and MUCH PRACTICED guns to do some significant damage to BBs of any level.
Just some tips from fellow Gangut driver. Enjoy your BB2, and remember: however bad it may seem, it's still superior the Ap, the worst BB1 in the game!!
