i have a IJN BO with 100 Vets and 266 Experts.
Do i have a chance to roll Vets or am i maxed out at this point?
Isnt the Vet Rate like 40%? meaning i would have to have well over 300 Experts before i can try to roll Vets?

100 is only 27% of 366 total sailors.

But, you really don't need more than 100 vets on a BO. By the time you get to BB5 level, you'll probably need to take rookies off just to get the guidelines even with your range.

Also if your next conversion would put you over 40%, there is a pop-up that prevents you from trying a
conversion. I had it happen with one of my low level sailors.

Reason is my BO has a low Potential and my B65 Project guidelines are falling way short, i had powerlev eld him as unclassed sailor until level61
