I've been told by several people far more veteran than myself that your best bet is to go 0.2 deck, 0.2 belt, as much as you can/wish into bulge, and some into bulkheads (which lets you keep going at regular speed and take more damage before you start to slow down under heavy wear & tear).
the deck & belt, I'm "informed" by persons with 5+ years in the game, help to deflect some of the damage from bombs & torpedoes respectively by as much as 50%.
of course, this could also be old, obsolete data that's no longer relevant. *shrugs*
and then again, you can AW up as much as you like on deck or belt. but most just go into bulge, by the time you're getting shelled by BBs, you're team is pretty much toast anyways. it's the Subs that you have to worry about throughout. and dive bombers, but that's what your fighters are for. or AA helpers.
