and I found no ECV for Russia...will there be one out by the end of the event?

CV4s are better than ECVs.

The ECVs will really only be good for people grinding CV1-3 lvls,
CV4 plus are above stat wise of the ECVs (ECVs and same supports as CV4s but between CV3 and CV4 plan space, making CV4s+ Better than the ECV.
