Well, I am having a Dilema right now. I have a MN BB crew that I am leveling up, I have some olives to spend but I really can't make my mind on this: Should I buy boosts for each sailor? Or should I instead buy the experts and vets packs? Whichone would give me better results? I am leveling this crew using AA so I figured out experts shouldn't be that much of a problem after I play enough games for my BO to be able to reach the BB3.

Don't you think you've answered your own question?

If you're levelling through AA and are reasonably sure you can keep your expert level up that way, you're also pretty assured of your first 50 or so veterans.
If you don't plan on spending cash on Olives, I'd say to get the boosts.
Experts and veterans will come with continuing AA and conversions.
